Preheat your oven to 400 degrees.
Fill a large bowl halfway with water and add the cut potatoes. Let them soak for 20 minutes to reduce starch content.
Drain the potatoes and pat them dry with a paper towel.
Place the potatoes on a large sheet tray.
Season the potatoes with oil, salt, black pepper, garlic powder, paprika, and rosemary. Toss the potatoes to ensure each side is coated evenly. If the potatoes don't appear well-coated, add more seasoning as needed.
Arrange the potatoes in a single layer on the pan.
Bake in the preheated oven for 40-60 minutes. After 20 minutes, toss the potatoes and continue baking for another 20-30 minutes, or until they reach your desired level of crispness.
Once done, allow the potatoes to rest for 5 minutes.
Taste and adjust the seasoning with salt, pepper, and garlic powder according to your preference.
